The President is also the Com-mander-in-Chief of the Armed Forces of Mongolia. He heads the National Security Council of the country. In the temporary absence of the President, his powers are exercised by the Chairman of the State Great Khural. A two-thirds majority of the Parliament may remove the President for violation of the constitution or an abuse of power in breach of the presidential oath.
The President's prerogative consists of wholly or partially vetoing laws and other decisions adopted by the State Great Khural; proposing to the State Great Khural the name of a candidate for appointment to the post of Prime Minister in consultation with the majority party or parties in the State Great Khural if none of them has obtained a majority, representing the Mongolian State in foreign relations; concluding international treaties on behalf of Mongolia; appointing and recalling heads of plenipotentiary missions to foreign countries in consultation with the State Great Khural; conferring State titles and higher military ranks and award orders and medals; granting pardons; and declaring a state of emergency or martial law etc.,
