In 2000, the State Great Khural passed a law forming the National Commission on Human Rights and defined the principles of the commission's activities and legal status. The National Commission on Human Rights comprises 3 members. The State Great Khural appoints the members of the National Commission on Human Right proposed by the President, the Standing Committee on Legal Affairs of the State Great Khural and the Supreme Court for a term of six years.
The National Commission on Human Rights shall be accountable for human rights and freedom in Mongolia to the State Great Khural within the first season of every year. Every Mongolian citizen has a right to complain individually or jointly to the National Commission on Human Right, if any entities, officials or individuals contravened his/ her rights which were guaranteed by the provisions of the constitution of Mongolia or of international treaties. Except as otherwise provided in Mongolian legislation and International treaties, foreign and stateless citizens in the territory of Mongolia also have a right to complain to the National Commission on Human Rights.
